do you have Developer Options on and have changed things in there?
Sometimes that can create strange bugs.

Go to apps and Force Stop Play Store app. Then hold power for 32 seconds while PRIV restarts and let it come on.

    Good luck

You have loaded an app which has advertising. You either must remove the app or pay for the app to remove advertising. I recently bought a Qr Reader app and it did exactly as you describe until I removed it.

Why would an app overlay an advert as the Playstore instead of whatever they want to advertise?

OP you've done the reasonable things, backup everything you can and do a full factory reset.

Because it did on mine. It kept popping up every time I accessed the phone. I removed the last app installed, a QR Reader, and the ad went away. Now, if you want to wipe your phone, go for it. It will resolve your problem, of course, because you will have removed the offending app. And, everything else.

Even that thread doesn't determine the origin of the popup. Various tips, various possibilities; no clear solution.

Maybe try deleting app/data cache of Chrome browser/Google app/Playstore app as last ditch before reset.

When this happened to me I went back and started deleting apps based on newest installed. It took me two tries to remove the offending app. I believe the devices in the link I provided are an older OS. FWIW. But clearing the browser cache is an excellent idea as you may be getting an ad pushed to your phone.
