    Hello,

    My friend bought a phone from someone and she found out that the previous owner has a outstanding bill. So she can't use it. Is there anyway to work around it?

    Hire someone that's a bit more mean and scary to get their money back.

    Seriously, can they get refunded for the purchase price? Then it's a simple matter to ask the next prospective seller the ESN/IMEI number and check it beforehand so they won't run into the same problem in the future.

    Are you saying that the phone hasn't been paid off before your friend bought it? Or that there's still an outstanding service bill? In both cases, have the carrier go after the previous owner. It's not your friend's responsibility.

    It is the previous owners responsibility. Unfortunately the phone will be blacklisted until they do pay off the debit.

    You could try unlocking the phone, and trying to activate using a different carrier. Would that work?

    Knowingly receiving stolen property. Awesome! Actually not sure how good carriers are at swapping this data. USA I think pretty good.
