According to PayByPhone (parking app), my Blackberry Passport (10.3.3.1463) browser is now (as of January 2018) "too old and does not support the required technology." How do I resolve this issue?

You will have to use another browser of course and set the user agent to Chrome or Firefox (QBrowser or Browsie in BBW) or you could try a browser such as IcecatMobile from F-Droid repository or any number of android browsers available.
This problem is just going to get worse and worse day by day. Maybe time to look for a new device if possible. Android or iOS.

edit: sorry my bad---you cannot make another browser default with the app---I did not read your post correctly. Maybe try an older version of the app.

You can just use the web version of paybyphone. It's a bit slower but it should still work. You can also save the shortcut to your home screen so you can access it quickly as if it were an app.
