    ?

If you have Cobalt's Google Play installed correctly, it should download the APK and then install the app which would then create your OBB database.

But only will work with a portion of Android 4.3 compatible apps. Many popular games have moved beyond that compatibility..... thus what game are you trying to install?

Obb files are packaged in the APK file and are installed during the normal install process - location varies by app (generally Android\Data). You don't download them and install them separately - normally. Before Cobalt's Google Play that was necessary.

Everything is dependant on the Game you are trying to get working.... thus the reason I have asked "What Game?". Also to save wasted time, if it's something like Clash of Clans that simply doesn't work on BB10 anymore.
