I've always used Plantronics and have never had anything but Blackberry for some 12 + years.
Your issue is very common. Bluetooth devices just don't play by the same rules as other mobile devices. And I can't tell you why.
And what's stranger is that this problem always seem to happen with an upgrade or some other shock to the system your using it on.
it at times like this that nothing is out of bounds. If you think grandma's chicken soup will do the trick, you're probably right.
Try draining the battery and while your at it get a can of condensed air and get all the built up dust out of it. Then try paring with a device you never used it on before.
If it doesn't pair with a different device.... You only have one choice. (well, I'm sure you could think of a few other choices that you'd like to use, but .....)
Try removing/deleting all existing BT profile/connections, hard reset of your device, and then try to establish connection again. Make sure everything is discoverable

Lot's of folks have issues with a 10.3.3 update...
The deleting of all profiles (or pairings with other devices) has helped some.
For others with the issue of Bluetooth just not wanting to stay on... haven't seen a solution (might try searching here and spend some time in the threads). The extreme solution is to do a Factory Reset or Wipe your phone... that has solved it for most.
And if wiping your phone doesn't do it, smash it into dust. (well you said Extreme!)
But, that will only solve the bluetooth issue in that it will stay off.
Of course, once you've reinstalled the upgrades and updated the downloads and get things working again...
you'll still have to address the Bluetooth issue!!
IN the time honored tradition of BB10 being dead for years, now, and being told that the upgrade we just got would never happen, I wouldn't be surprised if a fix comes with the next "maintenance" update.
No problems here on my passport with the update, what device are you using?

Sounds like it could be a corrupt system file.
Try "sideloading" a fresh copy of the OS.
