I hear that the DTEK60 is really an Alcatel IDOL 4S... so what's to stop me from loading the Blackberry software onto a cheaper (but the same??) phone?

It's not exactly the same. But either way, nothing is stopping you.

When you use another Android device, you don't get the BlackBerry Android hardened OS. You are also missing a number of features, as the app suite available for other devices is not complete.

The whole suite is available from Google Play Store and/or Cobalt's thread.

Other than DTEK App and the Keyboard (which the Keyboard you can still install)... is there a difference in the Apps?

I know there is none of the base hardening of Android and no locked Boot ROM. But not sure I'd call the app suite "light".

DTEK app, keyboard, productivity tab, swipe-up gestures, and BB10-style active frame screen.

    The DTEK60 isn't exactly the Idol 4S:

    Idol 4S: Snapdragon 652, 3GB RAM, 32GB internal, 5.5" 1440p display, 16MP/8MP cameras, NFC, Android 6.0

    Idol 4S with Windows 10: Snapdragon 820, 4GB RAM, 64GB internal, 5.5" 1080p display, 21MP/8MP cameras, no NFC, Windows 10

    TCL 950: Snapdragon 820, 4GB RAM, 64GB internal, 5.5" 1080p display, 21MP/8MP cameras, NFC, Android 6.0

    DTEK60: Snapdragon 820, 4GB RAM, 32GB internal, 5.5" 1440p display, 21MP/8MP cameras, NFC, Android 6.0

And keep in mind, the TCL 950 is only on sale in Asia.
