Hey there so I am going to be upgrading from my Blackberry Curve 9300 to a Blackberry Bold 9900 and of course when the Blackberry Classic comes out I am going to upgrade to that (Can't wait!).

Anyways I was wondering if I buy an unlocked BB Bold 9900 and wipe the OS will the phone still be unlocked after I install the "new" OS? Or does wiping the OS unlock the phone too? Or will installing a "new" OS re-lock the phone?

If it's unlocked YES! If it's locked, NO!

if the device has been unlocked by a code it is unlocked forever nothing except you relocking you device manually can relock it to a network.

If u r referring to "Security Wipe" the phone, then only personal data and settings are Wiped. And not the OS itself. Only users input data.

I am referring to "bricking" my phone. Literally clearing the OS off entirely (I have done this twice on my Curve 9300) and then reinstalling it from scratch.

unlocks are done at the firmware level this will not break your unlock

In case of "bricking " your phone and reinstalling OS I really don't know for sure. Most likely it won't alter the "carrier lock" flag state, but then since I haven't checked it my self and haven't read any documentation on that, can't be sure of the outcome.
Bricking and reinstalling is a rather "radical" action for a BB to do, but from the other hand, and if successful, you come up with a really clean install of OS so that u know no hidden SW or settings are around.

My Z10 is unlocked and I have wiped and installed OS's more times than I can remember (leaks, OTA updates, reinstall OS via link, etc) and the phone is still unlocked.

I used to work at BlackBerry and there is nothing that can re-lock BlackBerry devices except doing it manually or through software carriers use. Once the device is unlocked it's unlocked for life.
