You have to sign in with your BBID in order to complete the setup. Had the same issue when setting up my Q10 due to insufficient network coverage. Hope this works for you.

There is a delay in the remaining setup guide prompts. It's damping and idiotic of BlackBerry to continually force users to go through this.
Op swipe into the hub, navigate the right side menu. Swipe out if hub and across. ALL app screens and back to the main wallpaper launch and might image an app then finally into quick launch. You'll get the remain setup guide promote and you'll be ready.

Has nothing to do with BlackBerry ID. You can actually skip during setup. What you're referring to is migrating data protected by BlackBerry ID to the new device. Our op is not at that stage yet.
