I just signed up with a major phone provider. (FIDO) and I cannot place calls.

FIDO TECHNICIAN COULD NOT figure it out. I have had talk and text plans before. There should be no reason I know of that requires me to have DATA just because its a smart phone. We tried two new SIM cards. I can BBM and video call BBM , I have WIFI. My plan is talk and text only. WHat is the problem it shows connection as FIDO network. Is there by chance a SELF check program or self diagnositic within the Q10

It sounds like you're using a phone locked to another network. If so, you must contact the original carrier to have them unlock it.

If it's from Fido or already unlocked, then I'm really not sure.
