Who offers such an app and will it sacrifice any device security?

I'd be leary of any app that says they encrypt (sim to sim / between multi carrier) voice calls. Stick with VOIP based apps that use (public or borrowed) Wi-Fi.

If you're talking about 'suspect things', don't use your own phone or network. Use a pay as you go phone and very random Wi-FI.

You may want to look here for help to not only secure your conversations, but other applications https://guardianproject.info/apps/
