Recharge the battery unless the battery is working. Then put in your SIM and call/text someone to see if it worked. If it didn't, make sure the phone is unlocked

If you get this phone charged and brought to life, you will most likely have some trouble getting it to make calls if the IMEI (basically the serial number of the phone) is reported lost or stolen. If this is the case it will be blacklisted and the phone will not be able to make calls in your geographic location (usually country based). Chances may improve if the phone is brought out of the country, unless the new country shares the same IMEI blacklisting database.
So ya, you will most likely want to try and unlock the phone if it is locked to some specific carrier. Putting in a SIM card of any type that will fit will give you some idea as to what to do next. Anyhow, the bad news is that unlocking a phone costs money and there is no guarantee that the IMEI has not been blacklisted previously. So you could be out a few dollars if it turns out to be a blacklisted phone...so be aware of this.
Otherwise, you will just have a fancy MP3 player, camera, games, Wi-Fi only web browsing device. You can nuke the phone to factory condition and create a new BlackBerry ID to associate with the device still (so you can purchase apps for it). If the phone comes with a password lock on it, just enter a random password 10 times and the phone will security wipe itself taking all data on the phone with it and basically resetting itself to new condition. Make sure the phone is fully charged and even leave it connected to a power source the entire time this occurs (may take a LONG time to perform).
