I have re loaded Link, but Windows 8 will not let me open it.
I know that with some work... it does work on Windows 10 (even though officially Windows 10 isn't supported, which means Windows 8 is the officially supported OS I guess).
Usually if you remove all items BlackBerry.... BLEND, LINK, DRIVERS, Other desktop software
Reboot your PC
Download latest version of LINK
Disable all Anti Virus, Malware type programs
As an PC Administrator - Install LINK and associated drivers
Reboot
see if it works.
If it doesn't.... you aren't alone.
Here is what worked for me on Win 7 home & pro. I do not have 8 or 10. I have also iTunes on those PC's for the iPads/iPhones of the family.
If you have iTunes - the following will solve Link not working. I copied the text from the knowledge base and it worked.

Show hidden files
Windows 7
Select the Start button, then select Control Panel > Appearance and Personalization.
Select Folder Options, then select the View tab.
Under Advanced settings, select Show hidden files, folders, and drives, and then select OK.

Overview
After updating iTunes to version 12.5, BlackBerry Link fails to open with the error;

Workaround
Rename the iTunesPrefs.xml file and relaunch BlackBerry Link
Please note: Completing the below steps may have adverse effects on the iTunes functionality. For further information, please contact Apple support.
To rename the iTunesPrefs.xml file;
Turn on Show hidden files and folders
Navigate to C:\Users\<userid>\AppData\Roaming\Apple Computer\iTunes\
Rename the iTunesPrefs XML file file to iTunesPrefs.old
Once completed, it would be recommended to turn off Show hidden files and folders.

Additional Information
Please note: Once the workaround has been completed, iTunes sync will not be available within BlackBerry Link.
