    I have a Dell PC and am able to transfer from BB to it no problem, just the other way is an issue because of the lack of administrator permission, I do not know what that means.

    You can copy any file or picture over to the memory card of the phone (if you have one) while having the phone acting in Usb stick mode. The move the file to the main memory, if necessary, using the phones file manager. This doesn't solve your particular problem but is a workaround...
