You can't do that. Though you are able to delete it once but as soon as you reboot your device it will automatically installed by the system...

By not installing any Android applications from anywhere?

The runtime isn't an application, it's a core part of the operating system. Don't install any ported apps from BlackBerry World or install Amazon apps and it won't be in use.

Why do so many core apps (calendar, contacts, browser, etc.) show up in Ghost Commander? Do they rely on some aspect of the runtime?

They're the Android 4 default apps included in the Runtime, not the native ones (there are the browser as you pointed out, the photos gallery, settings etc), which can be accessed via a commander, and are sometimes used by the "emulated" app.
Now, actually OS 10 isn't a proper OS, because Android tasks and "BB 10" ones have the same priority and run toghether: there will always be a few Android processes or demons running in the background. So yes, Android 4 is part of OS 10's DNA, and cannot be removed by any means.
