I want to check for the Android runtime that is installed on my BB Q10. I am using OS 10.3.2.2339.

I've been trying to find this out to. Runtime needs to be updated to the latest android version so that other app will work properly.

I've downloaded Uber from Snap and it doesn't even open. It's stuck on the Uber logo screen. I'm thinking runtime needs to be updated.

The version of Android in the runtime is 4.3, assuming you're running any OS 10.3.0 or later, which you should be.

Maybe that's my problem when it comes to certain apps. I'm still stuck with 10.2.1 on Tmobile.

    10.2.1 uses 4.2
    10.3.1 uses 4.3

If I remember correctly, 10.2.1 is on 4.2, so there's still the issue of incompatibility with anything expecting KitKat 4.4 or above.
