    Whenever I try to make a call my phone says that the mobile radio is off......and that I should turn it on.How do I turn mobile radio on?

    Settings --> Networks & Connections --> Mobile Network

    If you're on 10.2.1+, then you can go to Settings --> Quick Settings, and toggle Mobile Network on/off from there.

    Swipe down from top and turn off mobile network
