BlackBerry Protect would help to locate and lock it down if you had it setup. Do you know the PIN of your device? If so you can have your carrier report it as stolen to BlackBerry which they will then block the PIN to render the device useless to anyone.

My z30 was stolen and when I logged on to BlackBerry Protect it didn't show up I think I set up protect is it possible that when the person who stole it tried the password 10 times and got it wrong so it security wiped my phone so that's why it doesn't show up in BlackBerry Protect?

The PIN wouldn't change so I would think that it would still be associated with your account. It's possible that the device is powered off or unable to get a GPS signal.

That's not how a security wipe work. If it's wiped, then no more BlackBerry Protect.

So what's the whole point of BlackBerry Protect if you have a password on your device it will security wipe automatically so you loose your tracking information

BlackBerry protect is there to protect your data, not your phone. When you don't know where it is you can locate it as well.

It's not made to allow you tracking it with just the pin being associated to your bbid once. That would be a big and creepy security flaw.

And I'm sure BlackBerry doesn't want you to go after your stolen phone. It has happened before, and the outcome wasn't great (can't remember if he was killed or just injured).

The BlackBerry 10 version of Protect does absolutely nothing to protect your data other than giving you the ability to wipe the device. The entire application is there to track your phone, so why wouldn't it still show the potential location of any device still registered to your BBID? It would still be a good thing to use your carrier account to get the MEID of your device and let them know it's been stolen as well as using BlackBerry Protect to get the PIN and to contact BlackBerry to let them know the device has been stolen. Having a police report or other supporting documentation would likely also be a good thing to do.
