Fell in water. Turned immediately after. On for two seconds, then off. Then removed battery, dried thoroughly, and replaced battery. On again for a few seconds then blacked out again. could it be the battery?

Take it to a repair shop.... or buy a used one on eBay.
Electronics - water - electric just don't mix well. Could be almost anything, might be there is still water in there a a week or two in a bag of rice could fix it. Or it could be the CPU (or any of a dozen other components) has gotten zapped and will never work again.
Put it in a dry rice bag for about 3 days.

You should not switch on your phone if it has accidently slipped into water , better to remove the battery and dry the phone with a hair dryer and immerse it in a container which has rice.. take the phone after 2 days and refix the battery to turn it on.. this gives you a possible chance of retrieving your phone if you had not switched on instantly after removing it from the water. Need some patience, but chances are high it could work.

Water is not the culprit, but the impurities water contains. If the phone is dry and still pooched try an electronic cleaner like CRC QD Electronic Cleaner. This will flush out impurities w/o harming the phone.
Sorry to be the bearer of bad news but you just fried the circuit board!
