    Non-BlackBerry 10 device, correct?
If so, Legacy BlackBerry devices need an active BIS or BES account into order to use BlackBerry services.
BIS accounts are provided through cell carriers that support BlackBerry Legacy devices using BlackBerry Internet Services. Check with your cell carrier to see if they offer BIS and support your device.
BES accounts are ran by companies or governments using their own BlackBerry Enterprise Servers, you would need to be an employee or enlisted in their service for that type of access.
Neither are something you can just get a password or login for without paying for it or as part of your employment/service.

If you are having problems with an existing BIS account, contact your cell carrier.
If you are having problems with an existing BES account, contact your IT department.

    BlackBerry 10 devices require neither.
