How do I get 10.3 back on my Rogers BB Q10?

I have a BB Q10 - Rogers is my provider.
About 2 weeks ago the update to 10.3 came to my BB Hub I downloaded - volumes so low - went to OS 10.2.1.3062 - Will I be able to get 10.3...... installed again when "issues" are hopefully fixed - Rogers have been no help & sorry I am not technically inclined. But yes I do want 10.3 OS back
