No.
Automated on/off is a misnomer. Phones that did this did not turn completely off. They either pretended to be off or used a low power timing PIC to turn back on.

I guess you can automate power-off with the app BRON. But it won't power it on...

I doubt that a non-system app will have permission to shut the device down.
