Install an Android browser such as Flash Fox or Dolphin.
Flash player isn't compatible with 10.3.1. You'd have to downgrade back to 10.2. or use an Android browser.
I installed the Dolphin browser, available through Amazon or Snap (Google Play).
Dolphin gives you the option to install thhe Flash Player. Works great for those rare occasions when Flash is needed, but honestly, the 'issue' has been far overblown.
