I cant use BIS on my new Z3 because I bought BIS on my old 9800, when I try to buy BIS it says my BIS is still active.But is consuming my airtime.

You don't want or need a BIS plan for a BB10 phone.

Z3 is a normal smart phone, you don't need to activate BIS plan on it, it will go on simple data plan provided by your carrier as in any other phone .
