You can't because you don't have the google play store.
You can search the forums and see if the threads on how to get google play to work can help you.

You can buy gems in COC with my patched version of Google Play Store. I'm playing Boom Beach and just bought a bag of diamonds ;-)

Yeah I had been using Cobalt's Google Play and I can confirm that you can buy gems with it in Clash of Clans

cobalt you the man! I updated to the latest set of patches on that forum thread, now it works.

Now if you can only somehow sync progress to Google+ that would be legendary!!!!
