In 10.3.1, we have more granular control over notifications -- you just have to drill a little deeper than previously. Go to Settings > Notifications, tap on Bedside Mode > Customize App Notifications > Phone. Adjust to your preference.
That it's true. But it doesn't work.
I can't even set anything on my notifications screen. Everything stays freeze.
Ans my phone vibrates even on silent now.
Great.
Worst update ever. Not to mention the lost ability to stream

It sounds like you had a bad upgrade. The 10.3.1 update is working great on all 3 of my devices. I'd suggest you do a backup, reload via Link, and restore the minimum you have to. That could make a big difference.
