Looks like the phone is charging. You were playing a game and the battery ran down. You should be good to go in a couple of hours.

To add, if the device is still just showing the same screen after several hours, see:

You may want to inspect and/or replace the battery.

Did you buy it NEW from a carrier, or used from a third party/private party? If you bough it new from a carrier, take it back for a direct exchange. If you bought it from a private party, the next thing to do I guess would be to try and wipe and reload the OS with BBLink, and hope it comes back to normal. If you can't get it to function properly after a wipe and reload of the OS, go back and get you money back.......

If you have a warranty or service plan from where you purchased it, see them.
    If not, see:

Pop out the battery and inspect for bubbling, tears, or deformities of the battery pack. Check the contacts on the battery and terminal pins in the device for corrosion, dirt or oils, or for damage.
The battery is a Lithium Ion type. Lithium is extremely flammable and can self ignite in the present of water or moisture. Handle with care and if you see any breaks in the battery pack, exchange it immediately.

Since you bought it used from a private party, it is possible that the battery "may" be done. If the wipe and restore does not work (it should) and you still have "short" battery life, (the Z10 is notorious for this), you may have to just replace the battery with a new one....
