You will need a WiFi Booster to obtain that range and the ability for directional control, however for it to work effectively, you will need one for each device/location.
In other words, you need one at location X to transmit with enough power to be received at location Y, but the device at location Y must have about the same power for location X to received a signal from it.
You could also attempt to use high gain antenna on the WiFi transmitter, but as above any device would also have to have a similar antenna.

If you are looking to be able to use a BlackBerry or other WiFi device far away from the "source router but at a static location" you are better off with a WiFi Repeater.
That works by tapping into the existing WiFi and creating a second WiFi network away from the source router.
Using a combo of booster and repeater may allow you to operate at range and have the directional ability of having the repeated network static at range.
