I recently performed all of Cobalts downloads for Google play etc. All went well and as describied except for final downloading of patching app. I got it, downloaded it and also unzipped file but that's it. I can't do anything else or open anything within it. I therefore am unable to to patch apps like Scotiabank or Flipp which still spit up Google play services required message. Any help would be appreciated

Tha patching utility is a PC utility. Download to your computer, patch apps on PC and transfer back to device

Yes...."patching " with Cobalts Play Services patcher is done ONLY on a PC.

You can try and patch with Lucky patcher on your phone but it is increasingly unreliable.

These details are well documented in the link.

You're correct....not directly in the first page ....but it does refer to directories which are PC based.
I have read a qualifier somewhere in that thread which notes a PC requirement but one does need to read through the posts.
