Per some other threads , some positioning issues require new updates. Not saying this is your issue but, with a Z3 or Q5 especially, some things may require Android/iOS device now.

Just used navigation on Google Maps 6.1.4 in Canada and worked well. But as others said, the issue is just hitting some people on some networks.

You don't get navigation on the website. You just get directions.

True enough. I meant directions, not turn-by-turn.

Also that Google Maps version I cited above. It's an older version so pretty lightweight and should play well with the Z3.

Magic Earth will do want you are looking for. I use the version from Amazon App Store. India can be downloaded and everything can be used offline as well with turn by turn etc.

    https://www.magicearth.com/

Not sure how well it works on the Z3 but it works fine on my Passport

Let's look at the situation. You are trying to make things work on a phone that is 5 years old and has absolutely dismal specs (1.5Gb of ram, 8Gb of storage and a processor they used on the moon mission). Please try understand and accept that it will have serious trouble running anything other than stock BB10 apps.

Because the phone is old and specs are low, it doesn't mean none of those apps work. There are many android apks which still run smooth on bb10. We are just exploring various options. I don't think there is anything wrong with that.

Pls search "adapted android apps" thread where a link is given to download and install magic earth apk. You can install that on any bb10 device without any issue.
