    If all my contacts are on Google and I delete all my local contacts, will I still see my contacts offline?

    Yes you will be able to access your contact offline. They are synchronized on your phone but they live in the Gmail contact account.

    Yes, your phone keeps a copy of the Contacts from Google's Internet server.
    Whenever you are connected to the Internet either through a data plan or a WiFi connection, any changes to your phone contacts will automatically be sync'd to Google's Internet server.
    And, if you make changes to your Google contacts from another device, they will automatically be sync'd to your phone.
