Flash an At&t phone and reload the software?

So I just got my refurbished replacement z10 from at&t and after making sure it worked fine I hooked it up to my computer to install OS 10.3.0.296. I have done this on both of my other z10's and it worked just fine. However halfway through it gave me "device communication errors encountered error: Ax0000000F" After waiting forever it did nothing so I canceled the update. When this happened the red LED flashed a few times then goes off for a second then will flash a few more times. I've tired reloading it again and it appeared it was working but when it finished the red led kept flashing and the phone wouldn't boot up. Even tried restoring to factory settings and no luck. I was told the only way to fix this would be to flash the phone and reload everything onto it. But after looking into it, it appears that it can't be done with at&t phones if your trying to switch the network. Would it be possible to flash it and reload the at&t network on? I have a feeling the answer is no but I figured I might as well check

try loading a 10.2.1 os and see if the same thing happens, you could also try doing a SIC wipe before loading the os.
