When will iOS update 10.3.0.296 available in Canada? I see someone has been able to utilize Fitbit dashboard successfully on their phone with this. I have 10. 2.1.2977 and it just keeps telling me Fitbit has stopped?

Note that there are some bugs to it. (I tried it for daily use, but reverted back to 10.2.1.xxxx.) There are also later 10.3 leaks available in the Beta/Leaked forum, with some members reporting good results. Be aware there are still some bugs, and a certain amount of finagling to get them usable. The leak threads tell the story.
