A security wipe removes all your personal data from the phone and takes you back to the OS without any of your information.
A Link reload option puts an OS on your phone.
As to which you need...depends on what you're trying to do?

Reload (not upgrade) the OS will make it run like "out of the box". The OS is brought back to a baseline level. You can choose to upgrade parts of it like Facebook app etc.
Installing an OS will overwrite the OS files and layout a new file system. Your old data is probably located at some "free" spaces and could potentially be recovered from the device storage. It doesn't however affect performance or functionality because the OS is unaware of what is stored in the free space, and data will eventually be overwritten with new data. If the device was previously encrypted it's almost impossible to recover anything.
I never wipe my device, but have installed numerous OS via the autoloaders which effectively gets me going from a clean state.

So to get the phone in very perfect condition, 1st we need to wipe the device and then reload the OS right?

When ever I tried doing reload from my link, it shows there is no updates :(
And when repeated for 6-7 times once appeard an update and I choose update...is that how It is suppose to work?

Or the other way around. I'm not sure if wipe erases all storage or just the part known to contain data in the file system.
There is absolutely NO difference in performance or functionality between installing the OS from the autoloader or installing + wipe.
The reason is that the OS does not know anything about previous was on the storage. It is just unused and can be overwritten.
