My Playbook was dead for 2 weeks how do I know it's charging?
You can know if the PlayBook is charging by the glowing led. If there is no glowing led, the PlayBook is not charging. (unless the led is broken or something)
I would also see if the micro USB cable is working by using it to charge another device. (e.g. Z10, android phone, blue tooth speaker, etc.) If the cable fails to charge the other device, get a new cable. If the USB cable works and the PlayBook is not charging, contact BlackBerry for repairs.
Anyway, here is link for direct BlackBerry support for the PlayBook.

Try the method of "stack charging"... explained in the forum. Its principle: charge for 1 min, unplug for 1 min, replug in for 1 min etc. Some users revived dead PlayBooks this way.
It has to do with the inbility to charge, if the charging rate is less than 1% or so... Good luck!
