Does 10.2 os need BlackBerry data plan or normal carrier data plan ?

All blackberry 10 devices do not require bis (a kind of blackberry plan) to work. Regular data for iphone /android will do. However if you rely heavily on BBM, depending on which country you are in and what carrier you are using you may be disappointed that your BBM will work only on WiFi. This is because BBM requires access to blackberry services to work and not all carriers support it. Source : Personal travel experience outside the USA
