Is the duplicate contacts issue fixed in 10.3.?

I suppose it depends on specifically how you got them. Some people have reported improvements in this area.

In 2 years I have never had a single duplicate myself. I keep all of my contacts in a single cloud service (Gmail), and don't allow any local contacts.

10.3.0. On my passport. Contacts are a complete mess for me. Not just dups but random different contacts are linking to each other. Such a pain i have to double check before I text or call to make sure it is going to the right person

I am on 10.3.1.1154 and I think every other morning my contacts spawn into two to three more.
