I quickly looked over forum to see what others had done about this problem. Noticed the never-never land comment to "pull the battery" and the idea of the up & down volume button press. Unfortunately that has the same failure. It merely reboots. Depressing and holding power button only reboots. Likewise, holding the 'end task' tab at the right of the tool belt, only restarts. This all started after the 10.3.2.680 update.
When I run the BlackBerry Virtual Expert hardware check, it indicates it passes. Of course that is with a single depression of power button. It restarts fine, but will not shut down.

    Any good help appreciated.

The carrier wants to resend a couple fixes. I have to shut it down to get the fixes.

Are you actually waiting for the countdown to hit one and then letting go? Continuing to hold it after that will just reboot the device.
