If it's only for receiving calls you can set up Call Forwarding in the BB10 dialler settings. It's carrier dependent but you might have Forward if busy, Forward if not reachable or Forward if no reply.

Forward if not reachable is useful for when you turn off one phone, it diverts to the other.
