    Whenever I tap "Settings" it will jump back to the home page but nothing opens up, same goes to "Wifi" and "Mobile Network" options.

    What device you running? Have you swiped from the top to show settings ?

    I'm using BB Classic, OS 10.3.2.2836. Yes, I've tried the setting from the top, BB button, and shortcut and I've also tried rebooting several times and it's still the same.

    Hi BlackZ10, unfortunately Classic does not have a removable battery, so I can't do a hard reset on it.
    Without the settings page, I can't turn Wifi and Data on/off or do a language change. Is there any alternatives beside the settings page ?

    Forced shutdown -- Hold the Volume Up/Down keys (together) down until the device fully shuts down.

    Then you could do a backup, do a security wipe and a clean reinstall of the OS. Via Link software better. Good luck

    When i reset to factory settings, it works fine, I can access the settings; but after I have restored to the backup I have done, the same problem persists.

    Very obvious that you have a problem in your data/app situation. Options are: Do NOT do a backup restore and start fresh OR do a painstakingly slow, deliberate, selective restore. I would choose the first but YMMV.
