If you have 10.3.0.296 and you updated the BBW app, then you didn't read first. People with that OS cannot use the upgrade.
If you have another OS and it still doesn't open, then you need to find a bar file for BBW from another OS and sideload it to make BBW work.
Am using 10.3.0...is there a way I can downgrade my bbw? cause I have no access to my present bbw

Yes, you have to get the bar file for BBW from a different OS and sideload it to your device.
