The only reason you should be scared to turn it on is if you know it was stolen.

It was not stolen, it was given to me by a friend who lost the phone and blacklisted it, got a new one and ended up finding this one.

If your friend's insurance paid for the new phone, then the insurance will not remove the blacklist.
