I have an old BB 9700 which I like to use for email via wifi at sea. I like the limited data usage. Is this still possible?

Well, LogicMail (LogicMail Installation) may work, but it may not, since your email server may balk at the outdated encryption and certificates available on the device.

Even if you can connect, you probably shouldn't, since you would be making use of outdated, definitely compromised security protocols.

If you still want to try despite those cautions, you can find setup information here: The Bold Explorer

Yes, so long as the protocols used by your e-mail provider are the basic standards employed by most e-mail. (POP, IMAP, etc.)

Cellular data would be different, but wireless would work regardless.
