    I recently lost my phone but had contacts backed up to house computer, Is it possible to transfer this info to new phone or even just see names and numbers?

    Not really....

    Option is to buy another BB10 device and hope you could restore the data.

    And in the future don't rely on the now out of date BlackBerry Link to backup your contacts.

    Instead sync your contacts to a GMail or Outlook.com account. That way you will always have an up to date Cloud backup.
