Best way in most instances is to purchase the unlock code from a reputable source. For the 9900 I have managed several codes over time for not much money each. Cellunlocker.net - #1 Unlock Codes for Network Cell Phone Unlocking is my current favorite site. Quick, reliable, and as inexpensive as most tend to be.

I'm on O2 and upon my request, they unlocked my Z10 just one month into the contract. It only took them 24hrs to supply the code by email, text and phone call and it was completely free. Your first port of call should be to dial 202 from your O2 mobile. I am of course assuming that you are still with O2. They asked me why I wanted to unlock my phone and I told them I was planning to travel extensively and needed to put local sims in at will. They were very helpful and fast.
