    Yes. You can get it unlocked even if you're still under contract with AT&T if you you use a third party unlocking site.
    I'd suggest to check out the unlocking section in the forums here in order to find a good reliable unlocking service.

    You can buy it with a US address. If you are not a US citizen, you would have to purchase full price and have someone mail it to you. They will NOT send out of the country unless you are already a customer with history with ATT.. And even then that would be discretionary.

    No idea and actually don't really care. If you have friends in the US have them buy it for you. Otherwise buy online if available.

    It sounds like you want to fraud AT&T, no? Sign up for a contract and only pay the initial fee? You need to buy the phone outright otherwise you have to commit to a contract and pay it, even if you unlock the phone.

    If AT&T can't come after you for breach of contract, they won't sell you a $200 phone. Simple.

    If you book on at&t w/o paying for the phone you will probably find your IMEI blocked, eventually. Cause... it would now be a stolen phone.

    Those blocks rarely matter overseas, if at all. You'd need local carriers to honor these blocks, and they don't care. Same way for their phones here, I'm sure.

    I could be wrong, Raino, but thought I read that Euro carriers were picking up the slack on USA blocked IMEI phones.

    OK, I looked into this a bit more. There's a database maintained by the GSM Association--a global organization with some clout, apparently--that member carriers can sync with their black and whitelists. But according to this (dated) source, only 19 members actually used this database, albeit "mostly in Europe." So assuming AT&T and TMO were using the system, that would leave 17 European carriers at best that were using it too.
