Can Blackberry Link synchronize contacts and calendar directly with a large contact management database such as ACT

BlackBerry never supported this natively, I doubt they will support it now.

I have used Companionlink for many years to map my Act database to Blackberry (OS6, OS7 and now BB10 v10.2 on Q10). Have to use DejuHub, a Companionlink App on BlackBerry World. I sync a Group of 400 or so out of 2,000+ to Contacts, Calendar, etc on Q10. Works great. Never wanted to or tried to sync all. Just the ones needed on phone.

contacts and calendar entries on ACT! are sitting on a separate database.
if you want automatic sync with your contacts and calendar from ACT! you will need a third party app [ companion link sitting on your server- I am assuming ACT! is being deployed over more than one computer and on a server ]

you can install microsoft outlook/calendar /contacts as part of microsoft suite and have it automatically sync from ACT! to Outlook. Once in Outlook it will automatically sync to your BB10 phone.

Blackberry Link is a one off sync contact that are sitting on your phone to Microsoft Outlook or Windows. it will not back up because it is now sitting on your outlook which is on the Active Sync system.
