If so, yes it can use a normal data plan without high costs
However you are then locked out of BlackBerry services (BBM, BlackBerry Protect etc), as those all require a BlackBerry BIS plan

ANY phone can be used on a normal data plan without incurring high usage charges, as YOU the user control how much data is used.

Pretty cut and dry.
