Usually this happens on b z10. Then I need to switch off my cell and after staring it. It works fine. Why this happens? Any idea

You should double check to see if there are any Android apps that are on that may be using the camera. This message will come up if the camera is in use by a third-party app.

Yes there are android apps but none of them using my camera.

Reboot phone, if that fails, wipe phone and do NOT restore anything, if that fails, update os, if that fails repair or replace hardware.

That can happen from time to time. Software isn't perfect. There are bugs and stuff crashes or doesn't work the way it should sometimes. Updates might help mitigate so you can try that especially if it's happening frequently on the current OS you're using.

Thanks all. Yeah, updating the phone is the only thing remained bcz it won't help if I frequently switch off-on while facing this issue. Good day
