Do you mean using Android but have the interface to be exactly like a Z10?
If so it will slowly and surely come to Android and iOS pretty soon as most of the features are begging to show up on Android and iPhone. There is however some limitations as the file structure and how Android and iOS is very different.

Actually I don't know why it would be more than a small fee.... they used mostly the same hardware sets, and it's all pretty old at this point. So pretty generic drivers would probably work.
But Android on a 1x1 Screen - Q Devices, Classic and Passport isn't really a supported Android resolution.
And unlocking phones to install another OS could be seen as a security problem... well that's the excuse we PlayBook owners got.
Never mind an official release would mean they would have to support it - back to being expensive for them.
Sorry but the "future" for BB10 has pretty much been known for about three years now, and there is really no point in trying to retain even a portion of BB10 users at this point.. as they are moving out of the hardware business anyway. And any licensing company would prefer to sell new hardware.
