Sorry, I'm having a bit of trouble comprehending what you are asking.
So my answer is... go buy a new battery, they are pretty cheap for the Q10 at this point.
when your battery has 20% or more, can we charge it? doesn't affected the battery for overnight?

Yes, you can charge it.
It is actually not a good thing to wait for the battery to be near 0% before charging.
I charge my battery even when it's at 90%.....
At coffee-turtle said it's better not to fully discharge your battery...
From How to Keep Your Phone's Battery Healthy2. Charge a little bit whenever you can.
Lithium-ion batteries don't respond well to being charged all the way up and then run all the way down. They take much better to little bits of charge here and there.
is there any problem if I just charge my Q10 even have 30% more? does my battery getting affected?

You seem to be "stuck".... the link above should have explained it in much more detail than we can here.
Short answer - it's fine to charge the battery even if you have over 30% left. Not a problem.
doesn't affected the battery? thanks

It's okay, and even suggested to charge your battery prior to it getting so low that it enters battery saving mode.
